Russ Quan


Russ has been in the field of Human Resources and recruitment for over 14 years. He is currently a Supervising Human Resources Analyst in Employment Services with the Sanitation Districts of Los Angeles County.  Previously, Russ worked with the City of Glendale where he worked on general recruitment and personnel issues for various departments. Prior to his tenure with the City of Glendale, Russ worked for an executive recruitment firm that specialized in public sector executive level positions. Russ earned a Bachelor’s degree in Political Science from the University of California, Los Angeles and a Master’s of Public Administration from the University of Southern California.  He holds a professional Human Resources Certification (IPMA-CP) from IPMA-HR; and a Senior Certified Professional certificate (SHRM-SCP) from Society for Human Resources (SHRM).

Stacey Lewis
Stacey Lewis is the Assistant Director of Human Resources for the Port of Long Beach, the second-busiest seaport in the United States, with approximately 500 employees and generates annual operating revenues in excess of $300 million. Ms. Lewis serves as second in leadership for the Human Resources Division which covers the key areas of staffing, employee relations, compensation and classification, training and development, labor relations, leave and records management. Ms. Lewis has over 25 years of professional human resources experience, both in the private and public sectors.  Prior to joining the Port, Ms. Lewis established her own Human Resources consulting company and worked as the Human Resources Manager – Civil Service for the City of Torrance.  A dynamic and well-sought after “transformational” speaker, Ms. Lewis received her Bachelor’s degree in Psychology from the University of the Pacific. She also holds a Human Resources Management Certification from Loyola Marymount University, a Senior Professional Human Resources Certification (SPHR) from HRCI and a professional Human Resources Certification (IPMA-CP) from IPMA-HR.  She is currently serving her first term as a Personnel Commissioner on the Long Beach Unified School District Personnel Commission.  In addition to being tenacious about her professional career and following her purpose and passion to encourage people, especially women to live their very best lives, Ms. Lewis currently serves as a Host on everywaywoman.com, a local cable and  internet talk-show committed to celebrating everyday women in every way. Her professional, relationship and parenting advice has been featured on several websites and publications.  Yet, at the end of the day, when the business meetings and interviews have concluded and the cameras stop rolling, Ms. Lewis finds complete solace with her husband of 22 years and their three children.

Sandy Witz
Sandy Witz is the Organizational Development Programs Manager for Human Resources Department in the City of Anaheim. She oversees the City’s Organizational Development and Training Program and Classification and Compensation Division.  Sandy earned her Bachelor’s Degree in Political Science at CSULB and her Master's Degree is in Public Administration from USC.  She started working for the City of Anaheim in 1988 and has worked as a Management Analyst in the Budget Office as well as a Classification and Compensation analyst in Human Resources.  Sandy is certified in a variety of Training Courses, Personality Assessments, and Coaching certificates.  Sandy is also a certified facilitator and partners with departments citywide consulting on employee development and performance issues, conducting strategic planning and team buildings.

Minerva Gutierrez


Minnie Gutierrez brings with her 27-years of public sector employment experience. She has held increasingly responsible positions throughout the City of Los Angeles, including work experience with the Department of Public Works, Community Development Department, Office of the City Administrative Officer and Los Angeles World Airports (LAWA). Currently, Minnie is a Senior Personnel Analyst at LAWA assigned to Human Resources Services where she provides a full range of personnel services to various LAWA divisions.  Minnie routinely provides guidance in selection procedures, MOU interpretation, grievance dispute resolution, disciplinary actions and management advocacy in appellate matters. She is IPMA-CP certified and currently coordinates the Developing Competencies for HR Success training.  Aside from Minnie’s service to the City, she also has entrepreneurial interests. Her family has owned several small businesses. She is a certified Notary Public, licensed real estate agent and is always on the lookout for new business ventures.

Karen Kimber


Karen Kimber is a Human Resources Analyst in Employment Services with the Sanitation Districts of Los Angeles County.  She has over 15 years of experience in human resources working for the private sector and public sector municipalities.   Karen received a Master of Arts degree in Public Administration from the University of La Verne and a Bachelor of Arts degree in Social Ecology from the University of California, Irvine.  She holds a Human Resources professional certification from UCI Extension and the IPMA-CP designation.  In her spare time, Karen enjoys volunteering in local community activities that support the City of Long Beach. 

Bich Nguyen


Bich "Bic" Nguyen is currently a Recruitment Analyst with the City of Anaheim, a full-service city supporting 358,000 residents, 20,000 businesses and 25 million annual visitors. Bich has four years of experience in the public sector as a Human Resources professional involved in recruiting, employee relations and classification and compensation. She received her Bachelor of Business Administration degree in Marketing and Management from Loyola University in her hometown of New Orleans, Louisiana. She then obtained her Masters of Science in Industrial Organizational Psychology education from California State University, San Bernardino. In her spare time, she loves to travel and spend time outdoors with her two beautiful pups, Molly and Onyx.

Kandice Taylor-Sherwood


Kandice Taylor-Sherwood has Bachelor’s degree in Psychology and a Master’s degree in Industrial Organizational Psychology. She has been working in the field of Human Resources and Education for over thirteen years. She currently is the Executive Director of Civil Service for the City of Long Beach.  Before working for the City of Long Beach she has also gained valuable experience serving as the Deputy Director of Human Resources and the Employment/Recruitment and Organizational Development/Training manager for the City of Anaheim. Kandice has also worked for Los Angeles Unified School District as the Principal Human Resources Specialist, managing a team of training and development specialists. Kandice values learning and education and has taught as a part-time instructor for California State University, Long Beach.  She also owns her own consulting business. Sherwood Consulting, and has provided training services, organizational development interventions, and key note speeches in both the public and private sector.  Kandice is certified as a trainer with several training organizations such as Achieve Global, Leadership Strategies, Franklin Covey, ASTD, etc. She is certified to train topics such as Project Management, FOCUS: Time Management, The Seven Habits of Highly Effective People/ Managers, the Four Disciplines, Leadership, and others. Kandice is certified in process facilitation, INSIDE OUT Coaching, the  DiSC personality inventory, and Myers Briggs, which allows her to perform one of her passions, which is helping teams to work and play well together. 

Jaymie Liu

Jaymie Liu is currently a Human Resources Analyst with the City of Anaheim.  Prior to joining the City of Anaheim, she worked in the Employee Benefits Unit for the City of Huntington Beach.  In addition, her prior experience includes working for the private sector in automotive manufacturing and employee benefits consulting. She received her B.S. in Human Resources and MBA from California State University, Long Beach.  Jaymie joined the SCPMA-HR board in 2009 and she has served as Director at Large, Secretary, and Treasurer. She holds the IPMA-SCP designation and a CLRP-CA designation from NPELRA. 

Bill Osness


William Osness has over 35 years of human resource experience in public agencies. He retired in 2002 after serving 16 years as the Human Resources Director for the City of Huntington Beach. Prior to that he worked for the City of Santa Ana and the Westminster School District. He received a BA Degree in Political Science from the Pacific Lutheran University and a Masters of Public Administration from the University of Southern California. He enlisted in the US Army and was commissioned an officer in 1967. He has been a board member, officer, and workshop presenter for several Personnel/HR associations. He served as President of SCPMA-HR in 1996-97. He received the SCPMA-HR Emery Olson Achievement Award; and. was also awarded SCPMA-HR’s Honorary Lifetime Membership. Mr. Osness continues to assist and mentor individuals and organizations in Southern California. A daily runner and weekly golfer he remains physically active. In his spare time, he enjoys reading about the US Civil War and has visited over a dozen civil war battlefields.

Karina Rueda


Karina Rueda is currently the Human Resources Analyst for the City of Vernon for which she has served over 15 years in supporting organizational efforts to be an employer of choice. With over 20 years of cumulative municipal government experience in Human Resources, Risk Management, City Clerk, and Finance, Ms. Rueda is responsible for assisting in the areas of health benefits, worker’s compensation, recruitment and selection, labor relations, training and development, as well as other intricate areas of Human Resources.  A graduate of the University of La Verne with a Bachelor’s of Science in Organizational Management with a concentration in Human Resources, Karina continues to further elevate her education by pursuing a Master’s degree in Industrial Organizational Psychology.   Karina is also a member of International Public Management for Human Resources (IPMA-HR)

Terri Steele


Terri Steele is currently a Senior Human Resources Analyst/Employment Services and Training with the City of Pasadena. She helps internal clients navigate the hiring process to avoid legal pitfalls and find the right candidates. She has over 15 years of experience in Human Resources which includes working for the private sector in the retail industry and public sector in education and municipalities. She holds a B.S. in Psychology from the California State University, Fullerton; M.S. in Human Resources Management from Chapman University; and a IPMA-SCP designation from IPMA-HR.

Sandy Henderson


Sandy Henderson is currently a Senior Personnel Analyst for the City of Huntington Beach. She has over 14 years of municipal government experience; including work experience in the Human Resources Department, Planning & Building Department, and the Office of the City Manager. She received her B.S. in Psychology from Vanguard University, Costa Mesa. She is a Certified Labor Relations Professional (CLRP-CA) with the National Public Labor Relations Association (NPELRA) and a Certified Professional (IPMA-SCP) from the International Public Management Association for Human Resources (IPMA-HR). Sandy joined the SCPMA-HR board in 2014 and has served as Communications Director and Director at Large.

Caprice McDonald

Caprice McDonald serves as the Special Projects Officer for the Long Beach Civil Service Department. Caprice is responsible for completing a wide variety of projects that enhance customer service, improve operations and promote the work, goals and visions of the department. In her role she leverages her analytical and technical skills, the ability to lead others, and her past experience providing city-wide services to a variety of customers. Additionally, Caprice serves as the City-wide Administrator of the NEOGOV applicant tracking system.  Prior to her appointment, Caprice served as a Personnel Analyst III and an Assistant Administrative Analyst. As a Long Beach City employee since 1992, Caprice has also worked in the Departments of Parks, Recreation and Marine, and Community Development as a Clerk-Typist, and Human Resources as the Risk Management Bureau Secretary, which gave her a broad understanding of the needs of her current customers.  Caprice holds a Bachelor of Arts Degree in Management in the Public Interest from The Evergreen State College, Olympia, Washington and a Paralegal Certificate from Cerritos Community College. She is a member of  International Public Management for Human Resources (IPMA) and the Personnel Testing Council of Southern California (PTC-SC). Caprice also holds both certifications of IPMA-CP and SHRM-SCP. She is also a graduate of the City of Long Beach's Leadership Academy.

Racheal Walker


Paula Adams


Paula Adams is the Director of Human Resources for the Los Angeles World Airports (LAWA), the Los Angeles City department that owns and operates three Southern California Airports: Los Angeles International (LAX), LA/Ontario International (ONT), and Van Nuys (VNY). Ms. Adams is responsible for managing LAWA’s Human Resources Division which covers the key areas of employee relations, equal employment opportunity, labor relations, training and development, staffing and compensation, records management, and rideshare. The division provides human resources services to over 3,500 Los Angeles City employees at LAWA. Since receiving this appointment in 2007, Ms. Adams goal has always been to create a truly empowered Human Resources Division and facilitate the personal interaction among HR staff and all of LAWA employees. Ms. Adams has held increasingly responsible administrative positions within three Los Angeles city departments – LAWA, Department of Water and Power (DWP), and the Department of General Services. Prior to her appointment to Director of Human Resources at LAWA, she served as a utility administrator at DWP where she conducted internal investigations. From 1999 to 2007, Ms. Adams also served in various positions within LAWA including labor relations manager, senior personnel analyst, and management analyst. She also held dual roles at LAWA in which she served as both the Labor Relations Manager and the Equal Employment Opportunity Manager. Ms. Adams has studied as an exchange student in Sao Paulo, Brazil. She holds a Bachelor of Arts degree from the University of California, Santa Barbara; a Master’s Degree in Public Administration from California State University, Dominguez Hills; and a Certificate in Corporate Litigation from the University of California, Los Angeles Extension. Ms. Adams is a Los Angeles resident and has two daughters, Meghan and Peyton.
