Sandy Witz is the Assistant Director of Human Resources for the Port of Long Beach. Her prior experience includes serving as the Strategic Business Manager and Organizational Development and Training Manager for the City of Anaheim. Sandy earned her Bachelor's Degree in Political Science and her Master's Degree is in Public Administration. Sandy has also worked as a Budget Analyst and as a Classification and Compensation Analyst in the City of Anaheim. She has 10 years’ experience in the Organizational Development and Training field and is certified in a variety of Training Courses, Personality Assessments, and Coaching certificates. Sandy is a certified facilitator and has provided employees and departments consultation on employee development and performance issues, strategic planning and team buildings.
Sheila Chan is a Human Resources Analyst with the Port of Long Beach where she serves and influence in Talent Acquisition, Training and Development, and Performance Management. She is also the project lead for the High Potential High Performing Program, the first ever program for the Port, as part of the Succession Planning Initiative. She also leads the CSULB Job Shadow Day at the Port where she provides an in-depth of look of the HR functions to upcoming HR professionals. She holds a Master's in Industrial Organizational Psychology from California State University, Long Beach. She previously served as a Director at Large and Student Affiliate for SCPMA where she brought back the Developing Competency for HR Success Training to the Chapter and the Train-the-Trainer Workshop. She is currently serving as the Director of Marketing for the Western Region 2020 Conference.
Eduardo “Eddie” Garcia is a Senior Management Analyst with Los Angeles World Airports (LAWA), the Los Angeles City department that owns and operates Los Angeles International (LAX) and Van Nuys (VNY) airports. The division provides human resources services to over 3,500 Los Angeles City employees at LAWA. Mr. Garcia is an accomplished professional with a successful record of accomplishment as a Human Resources Generalist and Specialist. His skill set includes process improvement, innovation, communication, training, engagement, and technology. Mr. Garcia previously served on the SCPMA-HR board as Vice President/Programs and Vice President/Membership from 2009-2011 where he helped modernize the membership roster and website. He holds a Bachelor of Arts from California State University, Northridge in Electronic Media Management, as well as a Master of Science in Leadership and Management from University of La Verne.
Sylvana is a Human Resources Professional with over 15 years of experience in the areas of recruitment & selection, compensation and benefits, workers' compensation, training & employee programs, onboarding/offboarding, COBRA and leaves, HRIS implementation and process improvement. Sylvana is currently working as Administrative Analyst with the Development Services at the City of Long Beach, where she is sharing her wealth of knowledge in recruitment & selection to tap into talent in today's job market to assist.
Prior to working with the City of Long Beach, Sylvana held numerous human resources positions in the public sector and private sector.
Sylvana delivers critical support and solutions to her clients that deliver creativity, efficiency, cost saving and promotes compliance. Sylvana prides herself at achieving goals through ethical practices and creating lasting diverse working relationships with those she crosses paths with in her everyday life.
Sylvana holds a Bachelor of Arts degree in Communications from the University of Dominguez Hills. She is also certified as IPMA-SCP and is an active SHRM member.
Sylvana enjoys spending time with her family, friends, colleagues, reading, and learning new concepts on working more effectively in the ever changing workforce environment. Sylvana enjoys mentoring up and coming HR professionals where she shares her knowledge, lessons learned and passion for service. Lastly, but not lease Sylvana enjoys giving back to the community through volunteer work.
Harvie Kaur is an HR Business Partner with the Port of Long Beach currently recruiting for the Engineering Bureau and assisting with Employee Engagement. Harvie has over 12 years of human resources experience from the private and public sectors that started with a training position, and lead to several different areas of recruitment & selection, onboarding/off boarding, compensation and benefits, employee relations including a background in operations.
Prior to joining the POLB Team, Harvie was also part of the City of Long Beach’s payroll team in the HR department where she reviewed all personnel transactions, Livescans clearances and leave requests citywide. With her knowledge and areas of expertise in policies and procedures, Harvie ensured compliance for city processes and provided her input in designing and personalizing the city’s new Enterprise Resource System for payroll needs. Harvie also worked with the City of Los Angeles assisting with recruitment and selection processes for the Bureau of Engineering in the Public Works department.
William Osness has over 35 years of human resource experience in public agencies. He retired in 2002 after serving 16 years as the Human Resources Director for the City of Huntington Beach. Prior to that he worked for the City of Santa Ana and the Westminster School District. He received a BA Degree in Political Science from the Pacific Lutheran University and a Masters of Public Administration from the University of Southern California. He enlisted in the US Army and was commissioned an officer in 1967. He has been a board member, officer, and workshop presenter for several Personnel/HR associations. He served as President of SCPMA-HR in 1996-97. He received the SCPMA-HR Emery Olson Achievement Award; and. was also awarded SCPMA-HR’s Honorary Lifetime Membership. Mr. Osness continues to assist and mentor individuals and organizations in Southern California. A daily runner and weekly golfer he remains physically active. In his spare time, he enjoys reading about the US Civil War and has visited over a dozen civil war battlefields.
Russ has been in the field of Human Resources and recruitment for over 16 years. He is currently a Senior Human Resources Analyst at the City of Glendale. Russ has also worked at the Sanitation Districts of Los Angeles County. Russ earned a Bachelor’s degree in Political Science from the University of California, Los Angeles and a Master’s of Public Administration from the University of Southern California. He holds a professional Human Resources Certification (IPMA-SCP) from IPMA-HR.

Stacey Lewis is the CHRO/Director of Human Resources for the Port of Long Beach, the second-busiest seaport in the United States, with approximately 530 employees and generates annual operating revenues in excess of $300 million. Stacey has over 30 years of professional human resources experience, both in the private and public sectors. Prior to joining the Port, Stacey established her own Human Resources consulting company and worked as the Human Resources Manager – Civil Service for the City of Torrance. A dynamic and well-sought after “transformational” speaker and self-proclaimed disruptor, Stacey received her Bachelor’s degree in Psychology from the University of the Pacific. She also holds a Human Resources Management Certification from Loyola Marymount University, as well as several professional HR designations/certifications. Stacey is a former Commissioner for the Long Beach Unified School District Personnel Commission, and she holds several leadership positions on a number of local boards. Never losing sight of her passion to re-engineer the HR agenda, Stacey is the Creator and Chief Influencer of HRInterrupted, an online community where HR traditions are interrupted by inspiration and influence for all workplace contributors.
In addition to being tenacious about her professional career and following her purpose and passion to encourage people, especially women to live their very best lives, Stacey formerly served as a Host on everywaywoman.com, a local cable and internet talk-show committed to celebrating everyday women in every way. She also hosted a local radio show on Accelerated radio.net. Her professional, relationship and parenting advice has been featured on several websites, publications and TV shows including the Rachael Ray Show and Ebony and Parenting magazine. Yet, after being everything to everybody for so long, Stacey took a step back (both personally and professionally) and decided to spend some quality time with and on herself. Because of her amazing story and journey of weathering abuse, she was selected as one of America’s Women Heroes for the ABC day-time talk show, The Revolution. Most recently, Stacey was one of the main stage presenters for the YPO International Conference, where she electrified the 5000 plus attendees with her story of personal healing and redemption.
However, at the end of the day, when the business meetings and interviews have concluded and the cameras stop rolling, Stacey finds complete solace with her husband of 26 years and their three children.

Andrea Karcher is currently a Senior Personnel Analyst with the City of Los Angeles supporting Client Services. During her career Andrea has spent over 12 years in supervisory positions within both Human Resources and Workers’ Compensation at Los Angeles Department of Water And Power (DWP) and the City of Los Angeles. Cynthia Stafford has worked in the field of human resources for over 25 years.
